On the upslope side, anything wider than about thirty inches needs a cricket. A back pan on its own dams water and debris against the masonry, and on a tile roof it dams them under the tile as well. A framed cricket splits the flow around the chimney, and it is one of the details we most often find missing on houses built here between the 1920s and the 1940s.
Roof cement is not a waterproofing layer. It is a bedding compound and a temporary measure, and a chimney wearing a cone of black mastic is a chimney whose flashing was never rebuilt. We take that off, find out what is underneath it, and put metal where the metal should have been in the first place. If mastic is the only thing between your chimney and the weather, budget for the rebuild.
